Crosswalks on Osborne
Tom McMahon inquired at the City what would be involved in getting a
second lighted crosswalk on
Osborne Street.
Here is the reply the City sent:
We observed the pedestrian activity across Osborne Street at Baltimore
Road and at Berefords Avenue between
07:00
and
22:00
on May 3, 4 and 5, 2006.
During the busiest 8 hours of pedestrian activity, there were:
- 80 pedestrian crossings at Baltimore Road, 31 of whom were delayed
greater than 10 seconds;
- 125 pedestrian crossings at Berefords Avenue, 62 of whom were delayed
greater than 10 seconds;
- 23 pedestrian crossings mid-block between Baltimore Road and Berefords
Avenue; and
- Of the 226 pedestrian crossings, 3 were elementary school aged children
and 5 were considered senior citizens.
The level of pedestrian activity, delay and classification at Baltimore
Road and at Berefords Avenue is 17% and 31%, respectively, of that which
would normally warrant the installation of a pedestrian corridor. Assuming
that the pedestrians delayed more than 10 seconds would walk to the next
block if a pedestrian corridor were to be installed; the predicted
combined level of crossing activity is 49% of that which would normally
warrant the installation of a pedestrian corridor. Accordingly, the
installation of a pedestrian corridor across Baltimore Road or Berefords
Avenue is unwarranted at this time.
Mr. McMahon’s proposes that 2 pedestrian corridors be located across
Osborne Street between the signalized intersections of Morley Avenue and
Jubilee Avenue, preferably one at Maplewood Avenue and one at Baltimore
Road. This would produce a spacing of 203 m to 243 m between the
pedestrian corridors and/or the signalized crosswalks. The cost of
installation of 2 pedestrian corridors across
Osborne Street
and removal of the pedestrian corridor from Walker Avenue (a distance of
72 m south of
Maplewood Avenue)
is expected to be in the range of $50,000 to $60,000. Since the current
pedestrian activity at
Baltimore Road
and/or in the vicinity of
Baltimore Road
does not warrant a pedestrian corridor installation, this proposal is not
recommended at this time.
